What it is

The middle ring, about 5 km out, named for the city's 700th anniversary of 1996. Laid out in the first comprehensive plan of 1984 and fixed by Interior Ministry Regulation 78 of 1989; designed by the Department of Town Planning, built by the Public Works Department; ground broken 11 January 1994 on a 30 m right of way; opened 6 February 2006 by the prime minister. 26.13 km, six lanes, seven underpasses at the radial roads (107, 1001, 118, 1006, 1317, 106, 108) and one interchange at Route 11. Run by the Department of Rural Roads as ChM.3029. Cost 10,070 million baht including land by Thai Wikipedia, 5,060 million in the 2005 thesis; the two figures are both recorded.

The long version

Inference — seven underpasses is the design decision that defines this ring: the radial roads keep their signals and the ring goes under them, so a driver on the ring never stops and a driver crossing it never notices. It is the road in the city that most behaves like a motorway, and it is not a national highway at all.
